A Service Level Requirement (or SLR) is any customer requirement for any aspect of the IT service.  These will be based on the objectives of the business and for the basis of targets in the Service Level Agreement.

Service Level Requirements may be Functional (what it does) or Non-Functional (how it does it, how quickly it does it, how it looks &c).  Non-Functional Service Level Requirements are more likely to be addressed in the Service Level Agreement as that document tends to concentrate on things like performance, maintainability, recoverability etc.
